Compliance

Annual Fire Safety Statement

Ensuring your building's essential fire safety measures are inspected, tested, and certified every year — keeping you compliant and your occupants safe.

What is an Annual Fire Safety Statement?

An Annual Fire Safety Statement (AFSS) is a declaration by the building owner that all essential fire safety measures installed in a building have been assessed by a competent fire safety practitioner and are performing to the required standard.

While an Annual Fire Safety Statement is not formally required under Western Australian legislation in the same way it is in NSW, it is an excellent piece of evidence that all fire protection works and maintenance have been carried out. Building owners in WA are still required to ensure their fire protection systems are routinely inspected, tested, and maintained under AS 1851 and the WA Building Act 2011 — and an AFSS provides clear, consolidated documentation that these obligations have been met for the preceding twelve-month period.

The statement includes a summary of all testing conducted and works performed across the year, details each essential fire safety measure installed in the building, confirms that it has been assessed, and certifies that it was found to be operating correctly at the time of inspection. This documentation is invaluable when demonstrating compliance to WorkSafe, local councils, building surveyors, and insurers.

EFS clients can access their Annual Fire Safety Statement at any time through our Client Portal, along with all associated inspection reports and service records.

Who Needs One?

Annual Fire Safety Statements are required for a wide range of building types where essential fire safety measures have been installed. If you own or manage any of the following, you are likely required to maintain a current AFSS:

  • Commercial office buildings and corporate premises
  • Strata complexes and multi-tenancy residential buildings
  • Public buildings including libraries, community centres, and entertainment venues
  • Industrial premises such as warehouses, factories, and workshops
  • Retail centres and shopping complexes
  • Healthcare facilities, hospitals, and aged care homes
  • Educational institutions and childcare centres
  • Hotels, motels, and hospitality venues

What's Included

An Annual Fire Safety Statement covers every essential fire safety measure installed in your building. Each system must be individually inspected, tested, and certified. Common measures include:

Fire Detection & Alarm Systems

Smoke detectors, heat detectors, fire indicator panels, and manual call points tested and verified.

Sprinkler Systems

Full inspection of sprinkler heads, pipework, valves, and water supply to ensure correct operation.

Fire Hydrants & Boosters

Hydrant systems, booster assemblies, and associated pipework checked for pressure and flow compliance.

Fire Extinguishers & Blankets

All portable fire equipment inspected, tested, and tagged in accordance with AS 1851 requirements.

Emergency & Exit Lighting

Emergency luminaires and illuminated exit signs tested for battery duration, light output, and visibility.

Fire Doors & Shutters

Fire-rated doors, frames, hardware, and automatic shutters inspected for correct closure and seal integrity.

Smoke Management Systems

Smoke exhaust fans, dampers, pressurisation systems, and zone smoke control verified for performance.

Hose Reels & Fire Pumps

Hose reels checked for operation and condition. Fire pumps tested for start-up, flow, and pressure output.
